Savli and Manjusar: Vadodara's Pharma and Process-Equipment Estate
Savli GIDC, in Vadodara district on the Delhi-Mumbai Industrial Corridor, is a large estate of about 800 hectares that has drawn engineering and electronics manufacturers, including a rail-car and electrical-component plant opened by Bombardier (now Alstom) in 2009. Savli is also recognised as an Export Promotion Industrial Park location.
The pharmaceutical side is significant too. Published lists of pharmaceutical manufacturers in Gujarat place several multinational and Indian drugmakers at Savli, and the adjoining Manjusar GIDC includes a biotech park. New pharma capacity continues to come up: in 2022 a construction order worth about Rs 20 crore was reported for a new pharmaceutical plant at GIDC Manjusar.
New Pharma Plants: Specifying Before the Civil Work Finishes
For a greenfield block in Savli or Manjusar, the most useful time to settle the hygienic-piping specification is before mechanical contractors are appointed. Agree which loops need an electropolished SF4 finish (WFI, clean steam, hot-sanitised purified water and critical product contact), which can run on SF1 mechanically polished 316L (ambient purified water), and which need no hygienic finish at all.
Fix one dimensional system - usually ASME BPE OD tube - and write the documentation requirements into the purchase specification: an EN 10204 3.1 certificate per heat, PMI records, an Ra report for each electropolished lot and orbital weld and passivation records from the installer. Doing this up front avoids the most expensive outcome in a new plant: rework during qualification.
Biotech Park Buyers at Manjusar
Biotech and life-science units work at smaller pipe diameters but tighter finish and cleanliness requirements than conventional formulation. Media and buffer preparation, WFI distribution and CIP return lines are usually specified in 316L to ASME BPE SF4 or tighter, with borescope inspection of welds. Small, frequent orders are normal for these buyers, and consistency of finish between orders matters more than price per metre.
Process-Equipment Fabricators in Savli
Savli's engineering base includes fabricators building skids, vessels and process modules for pharma, food and chemical clients across Gujarat and beyond. They need tube supplied to their drawing - specific ODs, cut lengths, a finish matching their customer's specification - with certificates they can pass through unchanged at factory and site acceptance tests. We supply directly as the manufacturer, so the 3.1 certificate in their customer's turnover package comes from the plant that made and finished the tube.
Drug Makers Listed at Savli: Merck, Novartis, Sanofi, Sandoz and Others
The Wikipedia list of pharmaceutical plants in Gujarat gives Savli as the plant location for at least eight drug makers: Merck, Novartis India, Sanofi India, Jubilant Life Sciences, Sandoz, Indoco Remedies, Sava Healthcare and Chemo Pharma Laboratories. The same list places Thermax and Gujarat Fluorochemicals at Savli, so formulation and API units share the estate with utility-equipment and fluorochemical plants.
Compiled lists like this lag behind sales and mergers, so confirm the current owner of a site before you quote it. What the list does show is the kind of buyer Savli has: multinational sites that issue their own piping specification and expect every spool to be matched to it, rather than a supplier's standard offer.
Bajaj Healthcare's USFDA-Inspected API Plant at Savli
In November 2022 the US FDA carried out its first pre-approval inspection at Bajaj Healthcare's API manufacturing facility in Savli. In September 2023 the company reported that it had received the Establishment Inspection Report with zero Form 483 observations, and said the result lets it file its own Drug Master Files with the USFDA and pursue contract development and manufacturing work.
In an API plant the stainless tube an inspector cares about most sits after the final purification step: crystallisation, filtration and drying, the solvent lines feeding them, and the purified water used for final washes. Specify those lines in 316L with a stated internal finish and heat-traceable certificates, so the equipment file already answers the questions a pre-approval inspection asks.
